Till 2015, tax-to-GDP ratio in South Korea is as high as 25.3%. As compare to Hong Kong’s low tax environment, with no VAT or GST, it is not hard for us to imagine that such a tax system would be quite a burden to citizens. Therefore, this 현금영수증 is for citizens/business to enter their assigned number at the time of transaction, then a proportion of their total spending could be deducted from tax payment as small financial relieve. But of course, it is not that simple. If government only want to relieve citizens’ tax burden, they could use even more effective tax rebate with lower administration cost. Actually, 현금영수증 is also an important tool for tracking transaction records, so as to combat tax evasion.
